In 2021 I received company vested shares worth £25,000 and had the max tax withheld based on the selling price at that time. In 2022 those shares automatically were sold as part of an acquisition but were only worth £20,000 because of the lower selling price. How can I claim a tax refund for 2022 on the tax overpayment of the vested shares sold?

I tried writing to HM Revenue and Customs, BX9 1AS twice now, but I have not received any response. How can I get an answer to my tax question?
