My son lives with us in our property because of ill health. He has never lived in the house which he owns and lets out. Will he be liable for CGT when this property is sold?

Yes.  If the disposal value is greater than the acquisition cost, the a gain arises.  As it has never been his main residence, he does not qualifiy for private residence relief.
