Extra loft insulation, capital or a revenue expense

Hi Is this revenue or a capital expense? Had to have some work done to up grade my EPC certificate on my buy to let house, Rolling back out some loft insulation that was disturbed When having a ventilation system fitted in the past. Some more insulation was needed in an area where there was none before Is this extra insulation, capital or revenue. Thank you. Stingray.

If installing insulation where there was none previously, or it was to an inferior standard, this would be deemed to be an improvement and would be classed as capital.
