When I try first time make new account I dont receive message with Governement Gateway ID issued. When I try make new account I saw message my number EORI was ussed to another ID usser :(, How can I check my Governement Gateway ID issued?

You should contact  ISBC.eoricontact@hmrc.gov.uk supplying the EORI in question explaining the situation.
