Transfer or Residency (ToR) for 6-month stay?

Hello,
we are trying to bring our dog along to the UK for a 6-month academic sabbatical stay.
The importer says we need a ToR form to avoid VAT. Do we really need to declare a ToR for a 6-month stay?
