I'm trying to create a new account but can't verify my identity, I have a non-uk passport without chip and only payslips and tried dozens ofr times but with no luck, also tried to call but wait for so long without response, what should I do?

If you are not able to verify with the options provided you will not be able to access your account.
You will only be able to contact HMRC by telephone or in writing for any queries you have.
