Transfer from pension provider to SIPP when no longer resident in UK?

I lived in the UK for 20+ years and now live in Switzerland. I may wish to move the pension savings held with two fund providers to a SIPP, but it is unclear to me whether I can open a SIPP when no longer living in the UK. Is this possible? Does it have any drawbacks?

You need to be UK resdient in order to open a SIPP .
