IHT421 yes or no?

I've recently applied for a Grant of Probate (my father left a Will) and have been emailed by Probate Service (PS) asking us to complete IHT400 and 402. I find IHT400 very confusing - it seems to imply that schedule IHT421 MUST be completed and sent with IHT400. However, when I look at IHT421 it appears to be in relation to a Grant of Representation (there was no Will) rather than a Grant of Probate (when there is a Will). So do I complete and send IHT421 or not?
