How does someone get a personal tax account if not able to create a govt gateway id ?

If someone is not able to create a government gateway Id because they have insufficient evidence , how can you create a personal tax account? It appears that the gateway Id is a mandatory requirement .

You cannot access the personal tax account if you cannot pass the verification questions.
