Registering on gov.uk

Please advise if there is any update to registering on gov.uk When I try to register, I am asked to provide 2 out of UK passport, driving licence and credit references. I have a Japanese passport so supplied my UK driving licence details but check for credit references says nothing was found ( My credit cards, bill etc were all done on my husbands account). Is it possible to set this up by phone or by using different methods of identity ? I used to have a verify ID I used but that is no longer acceptable.

If you are unable to verify with the options provided for the Government Gateway, you will not be able to use the online account.
