Tax Discrepancy between tax return and PAYE

Dear HMRC Staff, Why the tax calculated from tax return is different from PAYE? Last year it is -0.4, this year it is +1.8. Did I really need to request 0.4 repayment and then pay 1.8? Thanks in advance. Best regards, Kin
