I opened a new Cash ISA this year and subscribed to the full £20,000. In earlier tax years I have previously invested funds in existing ISAs with another provider. Can I ask that provider to amalgamate them into one new ISA with them to gain higher interest or does that break the only one new ISA in a year regulation?

If you are switching accounts and it is done by the provider, this is fine.
As you have met the maximum deposit for this year though, you cannot deposit 'new' funds to the new account.
