Hi Can I submit the SA109 form by post by 10/31/22 without other forms first? For the remained forms, can I submit by online system by 1/31/23? Best regards

No. The whole tax return including supplementary pages must all be submitted together whether by post or online.

Hi As HMRC doesn't have the SA109 online submission service (only by post), can I use any of Self Assessment commercial software suppliers which have the SA109 online submission? Can I submit whole tax return forms with SA109 online together through these Self Assessment commercial software suppliers at the same time by 1/31/23 in this case? Best regards

Yes, you can submit your whole tax return (including the SA109) by using  the services of any commercial supplier with HMRC-compatible software.

Can I submit my SA109 as an attachment to the Other Information section in the Self Assessment online form?

The SA109 can not be submitted as an attachment. In order to send it online you need to use commercial software or send an SA109 by post.
