Wrong Tax Code

Why is there no way to contact HMRC through the HMRC web site? Why is there not a free phone number to call? Why are you charged for calls when you are cut off? Why doesn't HMRC reply to letters in a timely manner. How can my tax code be corrected and how long does it take to get over paid tax back? I am beyond reason and really want to get this sorted out!
