Professional fees tax relief

Hi, I’m writing as I’m currently on a Tier 2 skilled worker visa and has no access to public funds. Wondering if claiming professional fees tax relief would be classed a public funds? Moreover, I’m considering to start investing in S&S ISA as well as CASH ISA, would those fall under public funds? Thank you
