Flexible cash ISA with multiple providers

I have a flexible cash ISA with 20k in from this current tax year. Am I allowed to withdraw 10k from this and put this into a new account with a new provider and still be within the 20k limit? Or would it have to be a transfer rather than a withdrawal and deposit?
