Implementation of Potential Forthcoming Budget IHT Changes

There is a lot of speculation as to whether there will be changes to IHT in the next Budget at the end of October. Should any changes be implemented, will these only apply to deaths from a point in time after implementation, or could they be applied to estates still going through probate ?
