Special Guardianship Allowancw

I am trying to find out whether an allowances paid to Special Guardian's by a local authority are subject to tax and if so how they should be classified/recorded in my self assessment? Whilst this allowance is normally means tested in this case it is not means tested and both of us pay tax on other income.
