Voluntary Class 3 National Insurance reference number

Hello, is it possible to use an 18 digit reference number from a previous years payment? In other words does the reference number stay the same or does it change with each payment request. If I can use this existing 18 digit reference number it will save hours of waiting on the telephone for another one.

You can use the same 18 digit reference as last year as long as the first 7 digits are showing as 6099999.
