Guidcance on applying for a certificate of residence can be found at :

How to apply for a certificate of residence to claim tax relief abroad  . 

If you are applying as an individual or a sole trader, you can use the email a form or online service . 

The online service will have a faster turnaround time, but you will need a goverment gateway user ID and password . 

If you are applying for a limited company, you will need to use the online form RES1 .

I'm from the Czech Republic, I passed through the gate, but I have to confirm my driving license, P60, UK passport, but I don't have this. Is there another option?Thank you

If TRC is issued as of 2nd August 2022, will it not be valid for the entire year?

Hi, I've used the HMRC online form to request tax residency certificate. I specified the exact period (in the past) I'm requesting it for. Unfortunately the certificate that was sent to me has only issue date which makes it totally useless. What can I do to get the certificate that clearly states the time period it's issued for? Hello, I will be moving back to my country beginning of 2023 to create my own company. Because I have been away from my country for a certain amount of time I am entitled to some tax relief for some years but to claim it I need a Certificate of Residence from the UK for the amount of time I have stayed and work in the UK. I recently applied for a Certificate of Residence but I received a Letter of Confirmation of Residence and not an actual Certificate. How can I receive a Certificate instead of the Confirmation Letter? Thanks a lot!

We cannot certify that a person will be a resident of the UK for any future period because we cannot verify this.
This is because we do not know if they will be a resident in the UK in the future.

Hi, I was asked by the embassy to provide Tax residency certificate. Not sure how to get it and if its for people on payroll or self employed only? Please advise and how to get it? Thanks

Hi PiotrP,

You need to either resubmit or contact the Self Assessment team to advise if the certificate was not issued correctly.

We can review your request and reissue if appropriate.

Hi dfas,

HMRC is unable to issue a certificate of residence, where the income you require this for, has not been declared in the UK for taxation.

Instead, we issue a letter of confirmation of residence, in case you require proof of residence for the overseas tax authority, due to a local law.

I´m a Portuguese citizen who has lived and worked exclusively in the UK from 1/2013-7/2018. Now the Portuguese tax authorities have decided that I should have paid taxes on my Uk' income. The problem is that on my ID card from 2015 they changed my address from the UK to a portuguese one. Now I need to prove that I was an UK tax resident during that time. I've applied for a Certificate of Residence but HMRC only provided me a Letter of Confirmation which they don't accept. By reading this forum I understand that a Certificate of Residence won't be provided as I only had income in one country. Is there a way you can provide me with an oficial document stating that in order for me to prove to the Portuguese authorities that there is no other document then the Letter of Confirmation? Because they won't provide me with any evidence that they refuse without a formal document from HMRC.

Hi Joana, I've also applied for that Certificate of Residence on the 16th of October and they said that the estimate time to get that was on the 7th of November. I can see that the form is on the "Done" state on my HMRC app, but I haven't got any mail yet. How long did you have to wait until you got your Letter of Confirmation? Thanks in advance. P.S. - peinuts, they're probably just asking for the year 2018, as anything before that is more than 5 years from the present year (2022), and as such, it's considered as "outdated".

I will probably be in the same situation, I never changed my tax registry address and recently came back to Portugal after 6 years in the UK. It's absurd that the Portuguese authorities are coming after expats this way. I also applied for the Letter of Confirmation on 11th of November, to change my tax address registry and get access to NHR tax scheme in Portugal and haven't received anything yet.

We are only able to issue certificates of residence where there is a foreign income declared in the UK for tax purposes. 

In all other circumstances, we issue a letter of confirmation of residence. 

Where another country has rejected a letter of confirmation of residence, please send the rejection letter and a covering letter to
HMRC BX9 1AS. 

We can then refer the matter to our specialist team, who can liaise with the other authority.

Peinuts, they've asked only 2018 as they can't go any further back. Pedro Rebelo, I've requested on 19/7 and it was taking quite a long time so I've contacted HMRC who said they have sent it. I waited another week and I contacted them again and they've sent it again and I received in August. HMRC, where can I find an official document that says that "We are only able to issue certificates of residence where there is a foreign income declared in the UK for tax purposes. In all other circumstances, we issue a letter of confirmation of residence.". I would like to show it to the Portuguese authorities. Thank you
