Late submission of SA100 & SA109

Hi! I need to complete SA100 and SA109 for the tax year of 2021-22. I registered self assessment by submitting SA1 before 5 Oct 2021 but I have not yet received SA250 until right now and therefore I do not have UTR number to complete SA100 & SA109. Would you please advise how I can contact anyone for getting my UTR number? Also, for this case, will I need to pay penalty for late sumbmission of SA100 & SA109 as the deadline of paper submission is 31 Oct 2021? Thank you!
