HMRC Self Assessment Fine

Hello, I received a fine today for not completing HMRC Self assessment : Tax return. But I have been PAYE from 2020 and I have initiated dissolving my company by March. As, I dont have to do the self assessment, I applied to opt out of self assessment. Do I still need to pay fine as it is clear that I dont have to fill in Self assessment for Tax return.
