Made a little over trading allowance; registration stuck "Our verification process requires .."

"Our verification process requires that your registration form be passed to another department." Not sure what this means. I submitted the form twice as I made a mistake initially. I'm worried I'll be stuck at this stage for a long period of time and I'm stressed about what it means. I barely made an income above the threshold so don't even have tax to pay, so I'm not sure why this has happened.
