Self Assessment debt

I own 18k in unpaid self assessment, which included penalties. I've got into a real mess with it but I'm really in the mindset to get it sorted out now. I can offer HMRC installments over 3 years. I have no assets, but with my new income could afford up to 500 a month. Is this likely to be accepted, as i read every year the maximum payment plan is one year. Thanks.
