I’m not self employed but I’ve been asked to complete a self assessment

Hi, I’m not self employed but I’ve been sent a penalty over not submitting my self assessment. I’ve always worked for a company on PAYE so my taxes have always been done via the company. I’ve tried getting in touch with HMRC helpline and had no help there and then I tried to call the self assessment helpline and it said that they are closed until September 2023. I’ve been all over the gov.uk website looking for help but I can’t find anything to help me, I’m not sure who to call now or get in touch with. I’d just like to get this sorted as soon as possible.
