Unable to contact Self Assessment telephone

I have been on hold for 1hr 5mins trying to speak to an advisor about a paper self assessment that I have been told I must compete. I am constantly told to refer to the online help and YouTube videos but there is nothing to help you complete a paper application. This is so frustrating. How can HMRC threaten me with penalties for late submission's if they make completing the submission impossible? I am beyond frustrated.
