I have been unable to do self-assesment for over 10 years. All my past accountants have been unable to register me. Every time I call for help, I wait for 45 minutes or more, only to have the customer services person say, "I can't help you your NI number is locked". They promise a call-back, but so far after many hundreds of such calls over 10 years I still have my NI number locked ! The customer services also cannot transfer me to anyone who has the authority to help me !

We are not sure what you mean by 'NI number is locked'. If one of our colleagues is unable to access your record, they should be able to pass this to the team who can access the record.
