Late filing penalty for self assessment

Hello, I have received a late filing penalty for years 20/21, but i don't understand why ! i don't meet self assessment criteria. i'm not English and i'm not UK resident and i do not have any income from any business in UK, The only thing i have is a dormant LLP Please can anyone help to solve this problem ? Thanks a lot

Check if you need to send a Self Assessment tax return    .
