Request for certificate of residence not received after 5 months

I sent a request for a certificate of residence but have not received a reply in over 5 months now. The online form tracker shows it as 'Received on 16 September'. The other parts of the form tracker up to 'Processing complete' are also filled in in blue (albeit without dates), which suggests that it has successfully been processed - yet I have not received any reply. What should I do?
