I am attempting to register on behalf of my mother as her attorney. The registration requires 2 proofs of her identity, but she has never driven or had a credit rating, and her passport expired decades ago. How do I proceed?

If you are unable to complete the verification process, you will need to submit a paper SA1 form.

I have the same issue (POA registered for my mother with HMRC unable to complete setup ) I have now obtained the UTR. When I go to register for my mother's self assessment it asks for identity (There is no option for POA) I do not have the required ID's for my mother A paper SA1 form gives you a UTR only is that correct? I have this I can Sign in using Government Gateway, put my mother's details in, but cannot proceed further, as it asks for identity Any help/advice gratefully received

Hi marianszafranski,

If you are trying to register to access Self-Assessment online you are required to pass identity verification questions.
If you are unable to pass these questions you will need to complete a paper tax return Self Assessment tax return forms
