I applied NRL and got the UTR, what's next?

Hi, I have applied for the NRL and received the UTR. However, I am unsure how to use it. The letter instructed me to log in to HMRC, but I do not have a National Insurance number. How can I complete the self-assessment? Please help. Thank you.
