Just started employer PAYE for 2023 and 2 x directors have had tax rebates, so there is nothing to pay the inland revenue for end of year, do I still have to record this to the inland revenue?

My mother is aged 90, who lives in a care home. I have complete POA, so I do all of her paperwork. She has several private pensions that I need to declare for tax purposes for her but cannot provide the relevant ID for HMRC Government Gateway account. what do I do?

I've done mth 11 PAYE for two directors and both have tax refunds so no payments are due to HMRC, do I pay the refunds to the directors or should I apply to HMRC for the tax refunds?
