  • VAT relief on conversion of commercial property to residential property

I'm about to embark upon a DIY project converting a commercial property to a residential property. I think this conversion may not require full planning permission, as it is permitted under permitted development rights. Therefore, when looking at the guidance online for what is required for submitting a VAT refund (https://www.gov.uk/guidance/vat-refunds-for-conversions-if-youre-a-diy-housebuilder) - what documents would be considered acceptable, as we won't get Full Planning Permission, we would only get a Certificate of Lawful Development from the council. Would this be acceptable?
