  • Self assessment - I'm confused by gov.uk website

I've never completed a self assessment. I am retired (below state pension age) and my only income is a small pension, so I am not a PAYE tax payer. The gov.uk website infers that I don't need to submit a self assessment unless my income from savings is in excess of £10000. However my pension plus income from savings when added together will exceed my personal allowance, so as it is my responsibility to declare this income, why does the website state that I don't need to submit a self assessment?
