  • Can't log in to HMRC online account

I want to apply for a tax refund but I can't log in to my HMRC online account because I changed my phone number, and I can't get acces code. I also can't change the number the acces code is sent to, because even though I have all the details to prove my identity (passport, payslips) it doesn't work. It tells me that the passport number is wrong because it contains letters. But my passport, which is assigned to my account is a non UK one, and it does contain letters. A year ago it wasn't an issue, but now I can't acces my own account. I tried an online chat with digital assistant, but he told me that I don't provide enough information to change my security method, he didn't even asked for my passport details. What am I supposed to do? Can I apply for tax refund some other way? I'm not a permament UK resident.
