I have just completed my 22/23 self assessment tax return. For the first time when showing an overpayment I have been requested to wait 72 hours before claiming a repayment. I have waited a week but still cannot see where I can request a repayment. On my tax return, it showing as a 2022-23 balancing credit. Does this mean it will be taken off my PAYE tax coding for 23/24?

I have been paying Portuguese tax on my EEA Furnished Holiday Let but do not have a tax liability in the UK due to Capital Allowances creating no taxable profit. Am I able to add the amount of Portuguese tax paid to my carry forward losses?
