I am registered self employed and made a loss in 2019-20. I have discovered some additional expenses re 2019-20 that were not claimed. Presumably, I can claim them (by letter to HMRC) until 5 April 2024, as the time limit is 4 years. Once claimed, they will be carried forward. If I find any expense for 2018-19, presumably I can't claim, as the 4 year time limit has expired. Or can I still claim them to be carried forward?

You are correct, losses can only be claimed up to 4 years after the end of the tax year they arise in. You can see guidance here:
