CGT on property used as main residence for relative

About 10 years ago my husband bought a property for his mother to live in. He owns and maintains it and pays the buildings insurance. She pays the other bills but does not and has never paid rent. If he sells the property will he have to pay CGT?

Yes as this is a 2nd home that is not his main or only residence.
