I recently inherited one-third of an income-generating property owned by my father, who was a non-UK citizen domiciled in Hong Kong and recently passed away. Since all the income from that property is used for my mother's living expenses, how should I report this to HMRC as a British citizen? Do I still have responsibility for paying any taxes in the UK?

Yes. you would need to declare your share of any rental income and associated expenses. only expenses in relation to the actual rental property can be considered:
