Capital gains account for non resident

A on UK resident has recently sold a property in July. Need to report the gain by the end of September. Already had the UTR number as needed to report rental income on the property in the past, but no NI Number. Will it be possible to create a government gateway account if having no NI number and no UK passport? Thanks
