EOT Whistle blowing

Hi, Apologies if this is the wrong forum, but it was the closest I could relate to the subject. I work as a finance manager at a company that has become an EOT in recent years, restricting dividend payments to 49% of profit for directors. However, they have continued to take up to 90%. Amongst other things. They refuse to listen to anyone. Who do I need to whistleblow to to get this investigated?
