If I make a capital gain of £3,200 from a share sale but this is offset by a capital loss of £300 from a different share sale do I need to file a tax return? Or would I not need to do this given the overall capital gains for the tax year is below the £3k personal allowance?

As there are losses involved, you still need to report this to show that these have been used .
