Stamp duty for a second property, if first property is less than £40 000

Hello! If a person has a property outside of the UK, and if that property is valued at less than £40 000, would they still have to pay a higher stamp duty rate when they purchase a UK property? The buyer would be a UK tax resident and the property value would be at £700 000.
