Declare capital gains ?

If after sale and using calculations there is no capital gains to pay £0 Do I need to complete the online capital gains declare form? Finding conflicting answers even on the forum. Amount was less than £49200 and i do self assessment also .

If you are UK resident in the tax year at the time of disposal and no capital gains tax is payable, there is nothing to report.  
If you are not UK resident at the time of disposal, you still need to declare the disposal, whether tax is payable or not.
