Exporting Empty IBCs for Filling and Return

Hi all, We export empty IBCs to France to be filled and returned to us. Currently we use CPC code 10 000 01, Is this the best option? surely a temp export 23 000 00? or perhaps there is a CPC I am missing which is more relevant for this sort of thing?
