I purchased a cycling helmet (£198.45) sent from Italy via ParcelForce with the following charges: Customs Duty £4.19 Import VAT £42.73 Clearance Fee £12.00 Total £58.92 Protective equipment (VAT Notice 701/23) states "4.1 Zero-rated pedal cycle helmets" Received the ParcelForce letter today (29/02/24), is the only way to received goods, to pay charges in full and ask HMRC for a refund? By sending a BOR286 form via Royal Mail. Is there an online/email option? Thank you
