Hello! I am looking to freight ships my personal items to the UK. However, I was told it could be an additional almost 500 pounds in import fees (THC = 66 GBP, ECAF= 12.50 GBP per W/M, Docs = 60 GBP per B/L, DTI/Security = 5 GBP per B/L, Congestion = 15 GBP per W/M. Presentation = 18 GBP per B/L, Infrastructure = 5 GBP per B/L, and Customs Clearance/VAT=110 GBP per B/L), Is this correct? If they are correct, are these part of the customs/VAT fees I get to waive with the ToR? Thanks for the help!

Hi
You can get relief from customs charges due on personal belongings and other goods, when transferring your place of residence to Great Britain (England, Scotland and Wales) or Northern Ireland from outside the EU.  This will not include any charges applied by the freight company, more information on below link:

Hi or123 Rowe The majority of the charges you mention are commercial charges and therefore not relieved under TOR.
