Bare owner in Belgium - first house buyer scheme

I have recently received a 33% bare ownership of a property in Belgium (equally shared with siblings) with my parents having usufruct, I have 3 questions: 1. Am I eligible for the first house buyer scheme? As I don’t actually have the right to use the property in Belgium or to sell it or rent it? 2. Do I have to pay stamp duty in the UK? 3. Do I have to declare the bare ownership, if so where?
