Cannot get UTR

I am a co-owner of a UK property which is being let. I am having difficulties getting my UTR and can't file my tax return. As I am not a resident in the UK, I do not have NI number and the HMRC agents I have reached out to cannot provide any assistance. My tax accountants have been following up with the HMRC but have not received any further information. What can I do?
