Hi there, I am a non-UK resident investor living abroad with no National Insurance Number, how can I apply for my rental income tax refund, as I noticed for people like me who do not have National Insurance Number is unable to use online-self assessment. In addition, I have submitted my NRL1 form last year and your staff told me my NRL1 number was approved in Oct of 2023, but my agent updated with me they still has not receieved it, so basic tax keeps being deducted from my monthly rental income from last year till now. In such case, even my NRL approval number has been approved, but tax is kept being deducted, for the coming tax year, do I need to pay the tax for past months(even basic tax has been deducted by my agent)? and How will I claim for tax refund? You should have received your UTR number by now.  
You could file a paper retrun with your Unique Taxpayer Reference.
